US global tariffs capped at 10% after court curtails presidential powers

The Supreme Court limited President Donald Trump’s tariff authority, and new global trade levies took effect at a 10% rate at midnight on Tuesday, lower than the 15% level the president had proposed. The court previously ruled that Mr. Trump exceeded his authority by imposing tariffs under the International Emergency Economic Powers Act.
The tariffs were implemented under Section 122 of the Trade Act of 1974 and apply to all imports without special exemptions. Their duration is capped at 150 days — through July 24, 2026 — after which the president would need congressional approval to extend them. The White House said it continues to work on increasing the levy to the preferred 15% level.
The Supreme Court’s decision left unresolved the status of tariff revenues already collected, estimated at no less than $160 billion. A number of trade agreements concluded by the United States over the past year have also been thrown into doubt, and many countries are seeking clarifications from the White House.
